Is it illegal to ask for donations for something like a car?
Like someone seeking for a hard-to-get dream car?
Would it be illegal at all? locally or online? and for small amounts, like one dollar donations per person?

Every municipality has laws against pandering. You need to check your local laws regarding what you want to do. If it's considered pandering, you could be arrested and prosecuted. If it's not, don't wait for the money to pour in. It won't.
you can ask for anything.. you just can lie to people to get their money.. you have to tell them that youre lazy and selfish and want to use their hard earned money to buy yourself a set of wheels...
You can raise money by whatever means.
