Is it illegal to ask for donations for something like a car?

Like someone seeking for a hard-to-get dream car?

Would it be illegal at all? locally or online? and for small amounts, like one dollar donations per person?

Only if you commit fraud. Otherwise it is called begging and it is not illegal.

If you are honest about why you are asking for a donation, it is not illegal. However, if you lie, it becomes fraud, which is a felony.

If you just say "Hey, I want a (insert car here), and I can't afford it. Donate some money to help me out?" It's totally legal.
